Five Thousand Naira is Possible

One of the best policies I have ever come across in Nigeria’s electioneering history is the promised policy of the All Progressive Congress (APC) to pay the sum of N5,000 monthly as Job Seekers Allowance for unemployed Nigerian youths. It is a policy with the proverbial human face and whoever suggested it to the APC probably won the election for them and must be commended. The fact that Nigeria has no social security system is one of the reasons why there is so much desperation in our nation with the consequence that crime and ethnic and religious crises are a sad reality of life in many parts of the nation.

I give my whole hearted support to this policy and I promise that I will do all I can possibly do to make it a reality. However, this promised policy is under threat because some of us do not believe it is practicable. Nothing could be further from the truth. It is possible to fulfil this promise and I will articulate how Nigeria can do it. The biggest argument against the policy is that Nigeria does not have the database required to make it work.

This argument, if it is not mischievous, is based on inadequate knowledge of the resources available to the government. In fact, the opposite is very much true. As at 2015, Nigeria has more than enough information based technology to make this policy a reality. In today’s Nigeria, particularly after the cashless policy introduced under the former Central Bank of Nigeria (CBN) governor and now Emir of Kano, Alhaji Muhammadu Sanusi II, every graduate has a bank account with a Bank Verification Number (BVN).

In addition to that, they each should have a Permanent Voter Card (PVC). Additionally they may also have a National ID Card. Each of these platforms are connected to a database which can identify each graduate by their bio-data and trace their whereabouts through their phones. By law, every Nigerian graduate under the age of 30 must serve his country under the National Youth Service Corps (NYSC) scheme and the NYSC gives them a call up letter with which they register these youths and capture their bio-data.

So whichever way you want to look at it, there are databases that can identify fresh graduates in Nigeria at any given time. It is almost impossible that a graduate will not be captured in at least one of either the BVN, PVC, National ID or NYSC database. The next question is how will the government know which of these graduates are employed and which are not? It is possible.

First the government must include in the law setting up the job seekers’ allowance the proviso that if you are caught fraudulently collecting the assistance you will get a mandatory jail sentence. Thereafter, the government should introduce the criteria for applying for the allowance which should, in my opinion, only be open to graduates who have passed out of the NYSC programme and should be accessible for no longer than two years after passing out from the programme.

Now, within those two years, the federal government can verify whether or not graduates who are registered under the job seekers’ allowance have regular income from the activity of their bank accounts. The central bank has access to their account activity. If they have regular monthly payments, then they are obviously employed and government will not pay them.

But then you may ask, where would the money come from? Like other nations, those that have must support those that do not have. Every employed Nigerian should pay an unemployment tax of between 2 per cent (for lower income earners) to 5 per cent (for middle to high income earners) to help pay N5,000 to unemployed graduates. This is a sacrifice we must make which will have a positive effect on our economy and will also drastically reduce crime.

Nigeria was able to help over 11 million farmers access inexpensive fertiliser under the e-wallet fertiliser distribution scheme of the Ministry of Agriculture when Dr. Akinwumi Adesina was minister. If we could do this then, we can certainly handle the logistics of paying job seekers’ allowance to our unemployed graduates. If the will is there on the part of the President Muhammadu Buhari-led administration, this idea can revolutionise Nigeria and help reduce extreme poverty in Nigeria. It should be supported by all Nigerians irrespective of party, tribe or religion.

My support for this programme has nothing to do with politics. I believe in empowering youths. Recently, Silverbird opened a new cinema in Festac town which will give direct employment to 50 Nigerian youths and indirect employment to hundreds more. However, this is just a drop in the ocean. There are millions of youths, many of whom are graduates and try as we may, we will not be able to immediately provide jobs for all of them.

What happens to those of them without jobs? What if their parents also do not have jobs? How will they feed? Obviously N5,000 cannot feed a graduate for a month. But at least it is better than nothing. Finally, I commend the wife of the president, Mrs. Aisha Buhari, for her support for this promised policy to be kept. Mrs. Buhari, by that gesture, has validated the proverb which says behind every great man, there is an equally great woman.

If govt say dey save N627m everyday from subsidy, where does it channel to? The rich becomes richer and the poor is stagnant.   15. Well written Mr. Bruce. However, shouldn’t a system be put in place before all your opinions can be effectively executed? Shouldn’t there be a research done considering the numbers of youth graduates in Nigeria that would benefit from this program? As smooth as it looks on paper, I think it’s reality will be cumbersome because it’s pros and cons are yet to be evaluated. Just adding my 2 cents. Thanks.

The idea of #5000 for unemployed youths did not win the election for APC, they won d election bcos Nigerians got fed up wt d frevolous spending &impunity of the PDP -pity it’s ur party but we are talking issues now not party. WHAT ARE THE POSSIBILITIES OF THIS HAPPENING? These are the questions we need to ask ourselves. Instead of giving 5k to unemployed graduates, why don’t the fed govt channel this money to building of factories as well as industries that would not only be beneficial to the unemployed youths, but as well as addressing the economic challanges we have here in nigeria. It would create economic development and enhance growth, eradicate importation, encourage local firms etc. These are the policies the fed govt should initiate and make sure it strives. We actually tired of their promises that doesn’t come to fulfillment. I’m Vitus, just trying to make more sense!

  26. Dear Senator. I salute your vision. May I add to your list of great thoughts.
    5000 naira to unemployed is good if the state is sincere in building a ‘nation’. To think of giving a graduate unemployed 5000 naira as a national discuss to say the least is insensitive. It will be understandable if APC as a party wants to share some money to its youth members. The annual budget of 5000 naira over ? numbers of unemployed runs into billions of investable funds. Now, for every money or income realised by anyone, the money has three components: income equals: consumption, savings, and investment. If you earn money and it is not shared into these three parts, that money is not productive in all aspect of human existence. In this case government is not building the the human capacity in the present or in the future. What I think is the common sense revolution should help government not to give our youth 5000 naira rather let government invest 5000 naira for and on behalf of every youth in Nigeria. We have over 700 local governments in Nigeria. Government should set a vocational training centres in every local govenments to train free of charge on: tailoring, carpentry, mechanic, brick laying, tiling, painting, shoe mending, electricals, photography, cinematography,dancing, etc etc. In 2 years, Nigerians will start to take back their jobs from neighboring workers. Have we seem that in most construction sites in Nigeria, you will not see Nigerians, even when you give Nigerians the job, it is badly finished-why? Where do you find Nigerians?-casuals workers of Chinese, Indians etc. Nigeria has no vocations schools, polytechnics are busy arguing with universities over inconsequential matters. What certificate did those neighboring people come into Nigeria with? This govt should stop this policy of 5000 forth with. It is a waste.Govt can invest the money in power generation, hospital, good road, housing , school system. Thank you

  32. A food for thought: I reject the 5000 option if it is meant to solve a problem. This is because it cannot solve a single problem. Now Imagine the CCEC handling the Lagos Badagry 10 lanes Trans-west African high way and see how Chinese engineering company with the active connivance of Nigerians part owners are selling our natural resources to Nigerians unknown to us. The question, is selling sharp sea sand to Nigeria part of the contract agreement towards off setting their bill?Take a trip on that road close to the entrance of Lagos international trade fair complex . Every morning SEA SAND dredged from Nigerian waters meant for the building of that road are hipped to a height of three story before the next day they have disappeared. They sell them to Nigerians filling their water logged lands. Each of this tipper of sand cost close to 50,000. depending on your bargaining power.The question, is government aware of this stealing by a foreign concern? There is a similar natural resource being stolen from middle belt of Nigerian by the another Chinese company. Each tipper of that sand (contains shinny particles like glass) is exported and sold for close to 300,000 dollars and yet the company got a concession to ship this sand after giving the governor at that time 50million naira as thank you package. Nigerian youth want to be part of the natural given resource. It is Criminal to give Nigerians youth fish where they can learn how to fish. Government must investigate all the foreign entities mining and exporting whatever in Nigeria if the change mantra will be worth the effort. Who told the Government that Nigerians are more corrupt than the foreigners in this system call Nigeria. NEVER! THE REAL CORRUPT BUSINESSES IN NIGERIA UNDER MINING THE INTEGRITY OF NIGERIA ARE FOREIGN ENTERPRISES. CHECK IT OUT. Give every company local and foreign an executive fiat to produce for Nigeria in the next 5 years and only then can you export and when you export, central bank houses the forex and you received the naira equivalent in Nigeria. Unless on counter funding with foreign enterprise. The game is if you make your money in Nigeria with 100 %Nigerian content, you must receive naira. If you have a dollar component , that much you must get back. The extra is earning the state must keep and the earner given naira to increase his wealth in Nigeria.     And as for the policy in your constituency all they know is money taking bribe, and harresing innocent citizens that are trying to meet up there need.

    Dear Sir,

    OUR UGLY ORDEAL – 2015 NAPTIN GRADUATE; SURE-P/T-VET SPONSORED

    We are the 184 successful young Nigerian Mechanical and Electrical Engineers out of 220 that underwent the training with the power sector of this country, which was organized by the National Power Training Institute of Nigeria (NAPTIN) and sponsored by TVET/SURE-P. A letter dated 10th April, 2014 was sent to us in respect of that. In the said letter, it was clearly stated as follows “…Please note that the sponsor of this program TVET/SURE-P, has fully paid for your participation, and as such you will not be required to make any payment. In addition, TVET/SURE-P would provide free accommodation, and pay monthly stipends throughout the 12 months duration of the program.” The program spanned from May, 2014 to April 2015.

    It is important to quote an extract in the program of events for the induction ceremony, which reads thus “A memorandum of understanding has been signed between NAPTIN and SURE-P to fund the training of young Nigerian Mechanical and Electrical Engineers as a way to building capacity for the power sector which will readily absorb them after the training”
    Sir, having mentioned a few of what prompted most of us to embark on the training, resigning and/or withdrawing from our former/various places of works, it is regretted that till date we are yet to be absorbed into the power sector as stated in the said program of event.

    Sir, the power sector reform by the presidency and/or the Federal government is targeted, among other things, at training the Nigerian youths, who are to be meaningfully engaged in the power sector of this country to contribute positively to the industry, unfortunately some people are interested in sabotaging the effort.”
    Sir, there is no gain to state that the training cost for each of us was estimated at about N3, 000, 000. 00 (Three Million Naira), which amounts to N552, 000, 000. 00 (Five Hundred and fifty-two Million Naira) for the 184 persons. We don’t want to believe that the Federal government of our country- Nigeria is interested in being wasteful.
    Sir, it is rather worrisome and regretted that with about 184 trained/skilled engineers (in the power sector), the country through “man know man” still went ahead to hand-picked about 150 unskilled persons and drafted them to work in the various arms of the power industry.

    Our demands therefore are as follows;
    1. The immediate employment of the said 184 merit graduates successful trainees to TCN or by its other Government sister Power agencies.
    2. That FG should mandate NAPTIN to stop the present advert for admission which it has posted both online and in the National dailies, till our pressing issues are attended to.
    3. That the FG through Ministry of Power should mandate all Private Companies (Gencos and Discos ) and Public (TCN, NERC, etc) to grant the graduates of NAPTIN the right of first refusal during employment as it still retains 30-40% ownership of stake in such companies.
    Sir, through this letter, we solicit that you use the necessary means and your good office to wade into this matter, stop this misnomer and ensure that the trained and skilled personnel are being engaged in the power sector to give back to our country for spending huge amount of money and/or resources in training us, which will enhance the quality of service in delivering of quality electrical power to our country.

    Long live The Federal Republic of NIGERIA.

So far sir, I want to commend your common sense initiative it truly really makes a great sense indeed, I wish our glutinous leaders would drink from this fountain of wisdom to at least better the lots of the downtrodden, if not for their self centeredness voracious appetite for filthy lucre and cleptomania, Nigerian youths would have come out of the woods of grinding poverty.
